Senior Manager – Human Resource Development (HRD) (Grade – IV)

Senior Manager Human Resource Development is responsible for strategic planning and execution to enhance employee’s motivation by improving workplace culture. Position is primarily responsible for planning and executing organizational objectives through training and development, career development, and organization development.
Key Responsibilities of the incumbent will include, but not limited to, the following:
  • Supervise team to ensure that they are appropriately motivated and trained and carry out their responsibilities to the required standards.
  • Develop and oversee the implementation of the organization’s development strategy to ensure that training needs are met.
  • Develop and oversee the implementation of all necessary systems and procedures to ensure that human resource development process operates effectively.
  • Contribute to the development of strategies that will help in the achievement of the organization’s mission and core objectives.
  • Develop a training and development strategy for the corporation to support the business plan and to ensure that employee have the necessary skills to meet their objectives and the opportunity to develop to the maximum of their potential.
  • Execute People & Culture strategies and initiatives which are aligned with PSPC’s business strategy.
  • Conduct training needs analysis, prepare annual training calendar, and formulate individual development plans in line with departmental, functional, and organizational goals.
  • Develop and monitor the corporation’s training budget to ensure that the best quality of training and development is provided within the established budget.
  • Undertake regular assessments of training needs and develop a program to meet identified needs.
  • Arrange internal training & development programs using external suppliers and consultants as required to meet training needs.
  • Oversee the development of effective processes for the evaluation of all training and development provided.
  • Develop close working relationships with other key functions in the organization to ensure that there is a coordinated approach to organization change.
  • Assist in development of succession plan based on the job specifications, job role, and individual competencies.
  • Benchmark the Corporation’s policies, procedures, and manpower assessment with national / international comparators, market, and best practices.
  • Assist the management to build an empowering workplace through effective performance management, feedback, coaching, and support while managing employee’s performance review process.
  • Maintain an awareness of developments in the fields of organization change and development to ensure that the organization continues to take advantage of the latest thinking in these areas.
  • Commission research in the field of organization development and change to ensure that the organization implements policies and approaches that will improve operational effectiveness.
Eligibility Criteria:
  • Education:
  • Master’s or Bachelor’s Degree (16 years) in HR / Business / Public Administration/ Industrial Organization/ Occupational/ Applied Psychology from reputed university recognized by HEC.
  • In case the degree is obtained from a foreign university, the short-listed candidates shall be required to submit the equivalence certificate from Higher Education Commission (HEC) at the time of interview.
  • Age:
  • Maximum 50 years as on the last date of submission of application to PSPC.
  • Experience:
  • At least 8 years of relevant experience with minimum 3 years of experience in supervisory (middle level) capacity.
